Council approves zoning requests, street engineering, road work and water‑plant repairs

At its regular meeting, the Waxahachie City Council approved a package of land‑use and infrastructure actions that included zoning permits, engineering services, road work and a small supplemental appropriation for water‑plant repairs.
Planning staff presented and the council approved a specific‑use permit for a short‑term rental at 810 South College Street after staff reported the structure meets parking and other ordinance requirements and that no nuisance complaints had been recorded in the past 12 months. The council also approved a separate specific‑use permit for an accessory structure at 811 Broadhead Road; staff said the proposed ~900‑square‑foot accessory building met setback and development standards and planning and zoning recommended approval.
The council approved an engineering professional‑services agreement with Hewitt‑Zollars Inc. for the North Jackson Street reconstruction project in an amount not to exceed $415,120. Staff described work on pavement, drainage and water/sewer replacement between MLK and the railroad area.
Separately, the council authorized a work order with Ellis County for chip‑seal road work (regrading and two layers of chip seal plus a sealant) on city segments of Marshall Road in an amount not to exceed $631,078. Council members raised concerns that the chip‑seal work does not include drainage or ditch repairs and asked staff to consider those needs in the CIP.
On a maintenance item, staff sought and the council approved a supplemental appropriation of $90,765 from the waterfront unrestricted reserve fund to repair edge trim and other deficiencies at the Robert W. Sokol Water Treatment Plant roof. Staff said TML (the insurer) covered only the wind‑damaged edge trim; other deficiencies were denied by the insurer and will be funded through the appropriation, with costs split roughly 50/50 with plant co‑owner Rocket.
All items were approved by motion and voice vote.
