Staff told the council the procurement process produced a single response for the Turkey Creek/Turkey Hill landfill and that the RFP returned a unit price of $38.94 per ton. Council members noted prior unit pricing near $16 per ton in 2020 and pressed staff about why the city had only one bid and whether Waste Connections now controls nearby landfill capacity.
One council member summarized the concern: "They're doubling the price," reflecting the jump from earlier unit rates. Staff said they had sought bids within an 85‑mile radius and would pursue another RFP next January, explore interlocal agreements and check for other vendors and delivery logistics. Staff also said the city would be responsible for delivering the material to the landfill under the contract.
Council approved the contract and appropriation by motion and voice vote. Staff said the one‑year term would give the city time to reissue an RFP and attempt to attract additional bidders before longer commitments were made.
