Waxahachie council accepts clean audit, finance staff praised

The Waxahachie City Council voted to accept the city’s annual financial report for the fiscal year ended Sept. 30 and heard auditors report an unmodified opinion on the financial statements.
Mariana Dunn, assistant finance director, introduced the auditors and thanked finance staff for the extra work required to close the year. Paula Lowe (audit partner) told the council that, after testing and communication, the auditors were able to "render an unmodified opinion on the financial statements," the highest opinion auditors issue.
The audit presentation highlighted a total fund balance of approximately $44,000,000 and an unassigned general‑fund balance near $35,000,000, representing about 45% of general‑fund expenditures at the snapshot date. Auditors also noted positive net positions in the city’s proprietary funds (water, wastewater, refuse) and described a large portion of total net position tied up in infrastructure and capital assets.
Council accepted the report by motion and voice vote. No audit exceptions or formal findings were recorded in the meeting discussion; staff said the audit met the statutory deadline.
