Assisted‑living SUP (ZDC‑89‑2025): Staff reported that the operator had been running an unlicensed home‑for‑the‑aged at 1107 East Ross Street for about a year and a half with one caregiver on site and a maximum of three residents — the statutory limit for unlicensed homes. Staff said it issued the required 200‑foot notices and received three letters of support and no opposition. The applicant confirmed the operation and that no medical services were provided. Commissioner 17 moved to recommend approval subject to the conditions in the staff report; the motion was seconded and carried.
Short‑term rental SUP (ZDC‑101‑2025): Staff explained the request for 104 Ryburn Street, a three‑bedroom house with parking for three cars, and noted 10 letters of support and two letters of opposition within the notification area and no nuisance calls reported by Waxahachie police. Applicant Gilberto Escobedo said he built the house and manages similar properties nearby. Neighbors raised safety and fire‑access concerns on the dead‑end street, urging fire‑marshal review and hammerhead turnaround requirements. Commissioner 23 moved to recommend approval of ZDC‑101‑2025 subject to staff conditions; Commissioner 12 seconded and the motion carried.
Zoning change (ZDC‑104‑2025): Deanna Carter asked to rezone a little more than 10 acres at 1183 Lone Elm Road from Future Development to Rural Residential so the property could be split into two lots; RR requires 150 feet of lot frontage and a two‑acre minimum. Staff noted one letter of opposition and no letters of support and recommended approval subject to staff report conditions. The commission moved to recommend approval and the motion carried.
