Rosenberg — Rosenberg officials agreed to pursue an engineering study to evaluate acceleration and deceleration lanes on the I‑69 frontage road at Louise Street after staff and a Texas Department of Transportation representative described crash patterns at the intersection.
Rigo (staff member) said the item was placed on the agenda to review three schematic options and the need for further analysis. "This intersection has been identified as a safety concern due to multiple traffic crashes," Rigo said, and staff attached a summary showing a proposed schematic and options.
Daniel Dvorak, who introduced himself as a Fort Bend area engineer representing TxDOT, told council the city had documented 20 crash reports from October 2022 through February 2026 and that TxDOT had conducted a spot speed study which supported a 50 mph posted limit on the frontage road. "Our traffic guys did note there is excessive speeding down the frontage road," Dvorak said, and he encouraged enforcement and interim signage while the city pursues engineering analysis and longer‑term fixes.
Staff presented a Kimley Horn proposal with a range of costs: a basic study portion (discussed in the meeting as roughly $9,000 for the study), a combined study/design number commonly cited as $16,500, and larger engineering estimates ($66,500) if lane additions were required. Construction cost ranges discussed included $30,000–$50,000 for striping/limited improvements and as much as $100,000–$200,000 for significant lane construction.
Council members pressed about injuries and fatalities; the police chief said he was not aware of fatalities but confirmed some crashes involved injuries. After clarifying that the immediate decision was to fund the study only, the council reached consensus to start the study and pursue potential state cost sharing and HSIP funds.
Next steps: staff will commission the study (initial study cost discussed at about $9,000) and coordinate with TxDOT on findings and potential funding; no construction funding was approved at this meeting.
