Staff reports progress on short‑term rental compliance; citations to begin next week

City planning staff provided an update on short‑term rental (STR) compliance and enforcement.
Scott McDonald told council the STR ordinance went into effect in June 2025 and that staff have worked through registrations and targeted outreach. He reported, "We have 21 active listings out on the various sites. Six of those have been permitted. Eleven of those are pending, and we have only four outstanding rental properties," and said those four are held by three owners; staff expect at least one owner with two properties to come into compliance.
McDonald said staff posted notices in January and will begin writing citations for remaining noncompliant listings the following week. He also noted some code provisions caused confusion — for example, insurance notice language and the ordinance definition that distinguishes stays over 24 hours and under 29 days — and said staff may bring an amendment to clarify policy and codify practical enforcement approaches.
Council thanked staff for outreach and asked for a follow‑up in the summer to report enforcement progress.
