Rosenberg city council approved two items tied to the city’s Community Development Block Grant-Mitigation (CDBG‑MIT) flood and drainage program: an amendment to the city’s engineering agreement and the award of a construction bid for the Adder Ditch North Channel.
Rigo (staff) explained Amendment No. 1 to the Pape Dawson Consulting Engineers agreement would add $328,000 for design and modeling changes necessitated after the city could not acquire a parcel identified as MP‑2, triggering redesign of detention and grading in the mitigation plan. The CDBG‑MIT grant award for the broader program is about $47,858,955, staff said; the amendment raises the total engineering contract to about $5,288,819.
Council then considered bids for Activity 6 (Adder Ditch North Channel). Staff recommended DBL Enterprises LLC as the low responsive bidder at $113,020 and asked the council to waive informalities in bidding. The council approved the award and the amendment.
Why it matters: Staff emphasized that the CDBG‑MIT activities are interdependent and that missing the grant deadlines would risk losing federal funds. Rigo said the engineering amendment was required to adapt plans after property acquisition failed and that construction will include reshaping the channel, setting grades and installing improved drainage infrastructure.
