Rosenberg Housing Authority chairman tells council HUD funds cover programs; shares success stories

Dr. Larry Wilkinson, chairman of the Rosenberg Housing Authority, told the Rosenberg City Council on Dec. 16 that the authority is funded entirely by U.S. Department of Housing and Urban Development programs and does not draw city funds.

“We don't have to pay a cent,” Dr. Wilkinson said, describing the authority’s fiscal-year report for the period ending Sept. 30, 2025. He outlined targeted programs including veteran-specific assistance, a "Mainstream" program for people who are disabled, and services for young people aging out of state child-services programs.

Wilkinson illustrated the programs with two success stories: a woman who completed training to become a dental hygienist and left the program voluntarily, and an 18-year-old former child-services youth who secured housing, part-time work, and completed high school after receiving assistance.

Mayor Benton and other council members thanked Wilkinson and noted the report is an informational requirement because HUD funds the authority and the city’s role is oversight and receipt of the required annual report. The mayor emphasized the city does not fund the housing authority’s budget.

The council had no substantive action on the housing authority report; members received the presentation and asked questions about program composition and outcomes. Wilkinson said the authority’s programs are intended to provide housing stability and pathways to employment and permanent housing.

The presentation preceded a separate collections and finance report later in the meeting.
