Council approves RFP award to assess, rehabilitate aeration basin at WWTP No. 2

City staff told the Rosenberg City Council on Jan. 16 that the utility department recommends awarding RFP 2026-18P to Wastewater Transport Services LLC for the assessment and rehabilitation of one of two aeration basins at Wastewater Treatment Plant No. 2.
"This project will include an evaluation and rehabilitation of one of the two aeration basins located at the Wastewater Treatment Plant Number 2," Mr. De Leon (speaker 12) said, describing a scope that includes draining the basin, transferring liquified sludge to the other basin for continued treatment, removing settled sediment and inspecting and repairing diffusers.
De Leon said the goal is to reduce electrical cost, enhance treatment performance and ensure the long‑term sustainability of operations: "The goal of this project is to reduce electrical cost, enhance treatment performance, and ensure the long term sustainability of the facility's operations." Staff told the council the basin was constructed in 1986 and that an industry practice would be to assess these basins annually; councilmembers noted Rosenberg had not conducted such an inspection previously.
Council members asked whether the work would disrupt operations; staff said the plant can transfer flow and continue treatment during the work. Council also discussed whether rehabilitating the basin would address neighborhood odor concerns; staff said the work would help but would not eliminate odors coming from headworks without a separate odor‑control (scrubber) system.
The council moved, seconded and approved resolution R-4018 to award the contract; the vote was recorded as unanimous. Council discussed potential cost savings from restoring diffusers and improving oxygen transfer efficiency and asked staff to proceed with contract execution and subsequent coordination for basin draining and contractor assessment.
What’s next: Contract execution and scheduling of the basin drain, cleaning, inspection and, if necessary, diffuser repairs; staff noted this is Phase 1 of a two‑phase project included in the FY26 CIP.
