Wastewater collection rehabilitation (Resolution R‑4024): Council approved authorization for the city manager to negotiate an agreement with Kalusa Inc. for the Wastewater Treatment Plant No. 2 collection system line rehabilitation project; staff noted the project will replace aging sewer lines and that Kalusa’s proposal was $125,700.
Major Thoroughfare Plan amendment: The council considered a planning commission–recommended amendment to remove a future collector alignment (a southerly extension of Cecil Rabinowitz Road) from the city’s MTP. The petition came from Arcosa Stabilized Recycling, which owns the affected roughly 71‑acre tract; planning staff said Union Pacific has signaled a desire to redevelop the corridor and the planning commission recommended approval 4–0. Council approved the amendment and staff will return with a resolution for formal adoption.
Setback variance in ETJ (Mennonite Road): An applicant asked to reduce the parking-and-paving setback from 15 feet to 10 feet to accommodate proposed commercial/storage buildings on a 10‑acre tract in the city’s extraterritorial jurisdiction. The planning commission had voted 4–0 to deny. Applicant representatives said the proposal follows Fort Bend County standards and that fire-lane and turning-radius considerations created practical difficulties; council approved the variance, with discussion noting the site is in the ETJ and not currently generating ad valorem revenue for the city.
Executive-session action and property purchases: After an executive session on economic-development negotiations, council approved acquiring properties at 901 5th Street and 905 5th Street and authorized the city manager to execute required documents.
