The audit reviewed stops, searches, and outcomes; it classified Hispanic stops as a distinct category per state law and said most contacts were with males and Hispanics. Most searches, Del Carmen said, were based on probable cause and resulted in contraband, which he described as an indicator that searches were generally justified.
He noted three motor‑vehicle contacts that involved use of force with reported bodily injury and recommended continued quarterly data audits, annual training on data requirements, and community engagement to foster trust. Council members asked about who determines whether complaints are substantiated; Del Carmen said internal affairs conducts investigations using body‑worn and dash‑cam video, witness interviews, and documentation.
