Tecumseh council signs engineering agreement and approves SENDD contracts for downtown CDBG project

The Tecumseh City Council on Jan. 5 approved a series of agreements to advance the Downtown Revitalization Community Development Block Grant (CDBG) project and the Tecumseh Historic Square Preservation federal-aid effort.
The council voted unanimously to adopt Resolution 26-1 to sign Construction Engineering Services Agreement BK2557 with Olsson for Federal-aid Project #ENH-49(46), an agreement intended to provide construction engineering for the Tecumseh Historic Square Preservation work. Council Member Lorie Topp moved to approve the resolution; Travis Goracke seconded and the motion carried with all six council members voting aye.
Council members also approved two professional services agreements with the Southeast Nebraska Development District (SENDD) tied to the Downtown Revitalization CDBG project (NDED Contract No. 25DTR005). The first is for up to $25,000 for general administration services; Tyler Speckmann moved approval and Lorie Topp seconded. The second agreement, for up to $5,000 to provide construction management services, was approved on the condition that the Nebraska Department of Economic Development (NDED) issue a Release of Funds and Environmental Clearance before work proceeds. Brian Britt moved the $5,000 agreement; Lorie Topp seconded. Both motions carried unanimously.
The council’s actions authorize the mayor to execute the agreements and clear the contractual steps needed to proceed once state and federal administrative requirements are satisfied. Economic development staff reported that Turnbull Tire has begun construction on its new facility and that Niocorp construction is scheduled to begin in February–March 2026, developments city leaders noted were part of broader local growth activity.
Next steps include formal execution of the SENDD agreements by the mayor and receipt of the NDED release and environmental clearance required for the construction-management contract to take effect.
