Cabell County Commission approves RFQ for courthouse construction manager, accepts FY2025 audit and revises budget

The commission also accepted the audit report for the fiscal year ending June 30, 2025 after a presentation by David Mygal of BHM Group, who explained the audit findings. Kelli Sobonya moved to accept the audit report; John Mandt Jr. seconded and the motion passed unanimously.
In other business, the commission approved County Budget Revision #5 and a $10,000 additional funding request for Kindred Charities, Inc.; both motions were moved by John Mandt Jr., seconded by Kelli Sobonya and approved unanimously. Scott Caserta, Cabell County Clerk, provided a related discussion and Paul Rennick, CPA, explained the footnotes and the supplemental financial statement process.
The meeting also included several routine personnel and administrative actions (reclassifications, employment letters, and approvals of various letters of support), all approved without recorded opposition. At 10:56 a.m., the commission entered executive session for an update on opioid litigation and exited at 12:15 p.m.; the transcript records only entry and exit times for that executive session.
