North Haledon council approves parking rules, dozens of routine items and schedules two ordinances for final hearing

At its Oct. 18 meeting, the North Haledon Borough Council approved several ordinance adoptions and a broad consent agenda of municipal actions.
Ordinances and votes - Ordinance #19-2023 (amendments to Chapter 169, Vehicles and Traffic) was adopted on second and final reading. It designates spaces for elected officials and employees at the municipal building, reserves police and firefighter parking at specified locations, and sets library patron parking rules at 129 Overlook Ave. Violation penalties are under the borough’s general penalty provisions. - Ordinance #21-2023 (Chapter 516, Stormwater Control) and Ordinance #22-2023 (Chapter 517, Privately Owned Salt Storage) were both passed on first reading; the council scheduled final consideration for Dec. 13, 2023. The stormwater ordinance establishes design/performance standards, submittal and maintenance requirements, fees and penalties; the salt-storage ordinance sets temporary and permanent storage standards to prevent stormwater contamination and assigns enforcement to the borough property maintenance officer.
Consent agenda and resolutions The council adopted a consent agenda that included: Resolution #143-2023 rejecting bids for Overlook Avenue Section 2 Improvements and authorizing re-bid; award of contracts to Gentilini Motors for a 2023 Chevy Silverado ($68,460.79) and 2023 Ford Interceptor ($61,499.30) for the police department; appointment of municipal alliance student and school representatives; approval to auction surplus property (2001 Ford F-350); authorization of part-time leaf collectors and payment of bills; a buy-back payout for an employee; a $55,553.06 change order to add an 8-foot perimeter fence to the Pickleball Courts project (new total $223,608.40); acceptance of Boswell McClave Engineering’s proposal for stormwater mapping updates (not to exceed $18,100); and approval of a tax-appeal settlement (Bhatt Foundation) authorizing a $4,006.16 refund on issuance of judgment.
Votes and procedure Most motions carried unanimously with all members present voting in the affirmative; Council Member Vincent Parmese was recorded as excused. The council opened public comment on several agenda items but recorded no public speakers.
What’s next Final readings of Ordinance #21 (stormwater) and Ordinance #22 (salt storage) are scheduled for Dec. 13, 2023. The CFO is required to certify funds for awarded contracts and change orders where noted.
