North Haledon Council adopts $6.09M bond to build new police headquarters at Belmont Avenue

The North Haledon Borough Council on Oct. 18 adopted Bond Ordinance #17-2023, authorizing $6,090,000 in 2023 capital appropriations and up to $5,799,000 in bonds or notes to finance a package of municipal projects, including construction of a new police headquarters at 811 Belmont Avenue.
The ordinance’s primary line item is a $6,000,000 appropriation (debt authorization $5,714,000) for the police headquarters. It also funds a high-pressure breathing air system for the fire department ($56,000) and flooring work at the public library ($34,000). The ordinance sets a combined down-payment of $291,000 and reappropriates $90,000 in excess proceeds from Bond Ordinance 10-2023 to the Capital Improvement Fund.
According to the ordinance text presented by the municipal clerk, the bonds or notes will be issued under the Local Bond Law (N.J.S.A. 40A:2-1 et seq.), with the Chief Financial Officer authorized to determine note maturities, interest rates and sale conditions and to report details of any sale to the governing body.
Council Member Donna Puglisi moved adoption of the ordinance on second reading; Council Member Rocco Luisi seconded. Upon roll call, all members present voted in the affirmative and the ordinance was declared passed on second reading. Council Member Vincent Parmese was recorded as excused.
The ordinance also includes standard provisions for potential grant offsets, maintenance of exclusion from gross income for tax-exempt interest under federal tax law, and the municipality’s pledge of its full faith and credit for repayment. It takes effect 20 days after first publication following final adoption.
The council opened the public comment period on the ordinance but recorded no speakers before adopting it. The Chief Financial Officer and Borough Clerk certified the budget and procedural steps required by the Local Bond Law in the ordinance text.
