Trustees debate meal and overtime language in proposed personnel ordinance; amendment fails

Trustee (voice identifying the proposed changes) raised several edits, saying the draft must include a January 2022 resolution (2022-R-01) related to part-time overtime and that section 3.3’s language on meal breaks needed clarity. That trustee argued including the 2022 resolution and clarifying unpaid-time provisions would make the manual consistent and beneficial to employees.
Administrator Grace and other trustees noted differences between meal breaks (unpaid) and short paid rest breaks; Grace described current practice for clerical staff — one-hour meal periods taken to match on-site coverage and 15-minute paid rest breaks scheduled by department heads. Grace said the manual had been adjusted to reflect those practices, including changing a 45-minute notation to an hour.
Trustee Ara proposed an alternate 3.3 granting department heads latitude to schedule breaks; the board debated whether a sentence requiring a meal break "within the first five hours" reflected state law. One trustee said the state statute language does not apply to local units in the same way and recommended striking that first sentence from Ara’s proposal. The motion to amend (to strike the sentence) failed for lack of a second, and trustees returned to vote on the ordinance as originally presented.
After the debate the board voted to adopt Ordinance 2025-O-11. The transcript records multiple "Aye" responses during the roll call; the president announced the result and the board moved on to other items.
