A village finance official said the subscription would add an annual comprehensive financial report (ACFR) module, a popular annual financial report (PAFR) module and monthly and quarterly reporting features to the village’s existing ClearGov tools. "I think the monthly reporting is the biggest," the finance director said. "That'll create — we'll be able to expand on our monthly financial report with better graphs, better information, exactly what the board, what the residents are looking for." Trustee Healy called the upgrade "a great step forward," noting recent audit and staffing challenges and saying the modules should help stabilize reporting.
The contract was described to the board as an extension of software Orland Park began using in 2021 for budgeting and capital planning; the village previously adopted ClearGov’s budgeting and transparency modules and has leveraged exports from those systems for award submissions and presentations. The finance director told trustees the vendor offers a "white glove" service to help format pages and dashboards to the village’s specifications so staff time is minimized.
Board members discussed the mechanics of adding the modules and the goal of publishing regular, user-friendly monthly financial status reports on the village website. Trustees emphasized monthly visibility into revenues and suggested expenditures might remain quarterly because of volatility in expense timing.
The board approved the motion to authorize the village manager to execute the related contracts subject to attorney review. The vote was taken by roll call and carried unanimously.
