Belvidere committee approves subdivision acceptance, utility repairs and three state and corporate grants

The Belvidere City Council approved acceptance of Southtown Subdivision improvements, authorized replacement of a failed well VFD, accepted a $150,000 DCEO wastewater gates grant and a $150,000 DCEO fire-station concrete grant, and accepted a $2,500 ComEd holiday grant.
The Belvidere City Council Committee of the Whole on Nov. 10 approved a package of infrastructure and grant measures addressing subdivisions, water and wastewater systems and public-safety facilities.
On a unanimous series of motions, the council approved a resolution accepting the public improvements for Southtown Subdivision, accepted two low bids and awarded a VFD replacement contract for Well No. 10 to Helm Electric for $29,207 (the competing bid was $32,250), authorized acceptance of a $150,000 DCEO grant for replacement of three hydraulic gates at the wastewater treatment plant (grant agreement 23-203310) and authorized the mayor to sign the grant agreement, and approved a separate $150,000 DCEO grant to reimburse or fund concrete repairs at Fire Station 1 and related work (grant agreement 24-203659).
Director Anderson said the pond-construction IEPA grant on 7th Avenue is ongoing and described the wastewater-gate grant as one of several immediate needs that will otherwise be addressed through a larger $87 million system project; he noted the gate work originally had a 2023 engineer cost estimate near $300,000 and that final bids will return to council for contract award. On the Well No. 10 replacement, Anderson said the VFD "has failed at well number 10 and needs to be replaced," and that the work will be paid from the water depreciation line item (account 611780), which he said has approximately $1,000,000 available.
Fire Chief Shadle told the council the $150,000 grant can be used to cover emergency repairs already completed at Station 1 (he said $114,009.40 was spent on that work, including a change order) and to fund additional repairs at Station 2; he recommended council authorize the mayor to execute grant agreement 24-203659.
Finance Director Turnipsey reported the city was selected for a $2,500 ComEd Powering the Holidays grant to help offset costs for the hometown Christmas celebration; the council voted to accept the grant. Director Anderson also reported completion of a Trees Forever tree-planting grant that planted 68 trees with about 50 high-school volunteers and said the city will pursue additional tree grants next spring.
Each motion passed with council assent at the committee meeting. Council members said they appreciated state and federal partners named during the discussion for helping secure grant funds.
