Nicole Thomas, senior professional engineer, recommended awarding the Morris Bridge Well Field Improvements contract to Southeast Drilling Services for about $16.3 million, a package that includes an owner's allowance (~$895,100). The project will retire and properly abandon five aging wells, replace pumps and motors, upgrade electrical and safety systems, and is expected to yield energy and reliability benefits; staff noted owner direct purchase savings of about $300,000 and up to $1,000,000 in EPA grant funding applied to the project.
Maribel Medina explained the Crossbar Ranch Wellfield Transmission Main Utility Conflict project, required because FDOT’s proposed State Road 52 widening conflicts with an existing 60‑inch transmission main. The board approved a $6.2 million contract to JDS Pipe Inc.; FDOT is expected to reimburse Tampa Bay Water about $4.0 million of construction costs, staff said.
Both awards passed unanimously. Staff said construction contracts and schedules will be managed through the agency’s project delivery teams and brought back to the board for oversight as work advances.
