The Council Rock School District's finance and facilities committees brought several capital and budget items to the board March 19, including a midyear financial update, a plan to phase high-school devices from Chromebooks to laptops, a proposed LED upgrade for Walt Snyder Stadium lighting, and a general obligation bond resolution to permit bidding on up to $10 million.
Finance committee members said conservative budgeting initially planned for a $6.4 million deficit in fiscal 2025'26; midyear results now show a projected $4.7 million deficit and officials said they expect tax revenue will reduce that shortfall as collections continue. "We have a $285,000,000 budget this year," the finance report noted, and staff described the midyear position as stronger than originally projected.
The board discussed a resolution that would allow the district to go out to bid on a general obligation bond issue not to exceed $10 million when market conditions are favorable. Staff cautioned that state law requires certain worst-case parameters in bond resolutions and that the resolution does not obligate the district to borrow the full amount; a finance staff member explained that the district can decline bids that are not acceptable.
On facilities, the board heard that the Walt Snyder Stadium lighting replacement bid is a permanent upgrade to LED with rewiring that will reduce maintenance and energy costs; the facilities liaison called it a "substantial permanent improvement." The board moved consent items for facilities and finance that include routine contract votes (including prom-related contracts) and a phase 1 purchase of devices to begin the Chromebook-to-laptop transition.
What to watch: if the board proceeds with the bond authorization and later accepts bids, borrowing would be subject to future board approval and market conditions. The stadium lighting and phased device purchases are included in committee consent items approved at the meeting.
