St. Charles council approves consent agenda, several appointments and a Prairie Center PUD with sidewalk condition

The St. Charles City Council approved a package of routine and policy items at its meeting, including appointments, zoning actions and a land-easement resolution.
Mayor Clint Hall recommended Michael Hochschild to serve as the city’s prosecuting attorney for fiscal year 2026–27 to succeed Tim O'Neil. The council moved and approved the appointment; the roll-call vote recorded one abstention and the motion carried. The mayor said Hochschild will handle ordinance violations and DUIs for the city and noted his prior prosecutorial experience in a state attorney’s office and his partnership at a local law firm.
The council also approved two appointments to the Equity and Inclusion Commission. Heather Herrera was appointed to fill a vacancy through April 2027 following a committee-led interview process. The council also approved Megan Stasco Brandt to a term expiring April 30, 2028; Brandt was not present at the meeting. Mayor Hall said the appointment process included interviews by commission leadership and emphasized community volunteerism.
On land-use matters, the council approved an ordinance granting a planned-unit development (PUD) preliminary plan for Gardner School Lot 7 in Prairie Center and the final plat for St. Charles Prairie Center Resubdivision No. 6. City staff and the Committee of the Whole recommended approval subject to including a sidewalk along Route 38; the plan shows the sidewalk on private property with a public access easement to ensure public use.
The council also approved a resolution authorizing publication and sale of the City of St. Charles’ 2026 official zoning map, and separately authorized the mayor and city clerk to execute a mutual easement agreement with S.T.C. Morrison (item 3A1), after that easement item was moved from the consent agenda for separate consideration.
Most motions were moved and seconded on the floor and carried by roll call. The mayor praised volunteers and staff who helped advance the items and noted the council’s reliance on committee review for technical issues such as the PUD's sidewalk requirement.
The council adjourned and immediately prepared to reconvene as the Committee of the Whole.
