Council approves special-use zoning for 1125 North State Street on second reading

On second reading the Belvidere City Council approved Ordinance No. 743h, granting a special use at 1125 North State Street to allow in-vehicle sales/service, an automatic car wash and an indoor commercial entertainment bar that includes video gaming.
Planning staff explained the application is returning because earlier special-use approvals had expired after the project was not started; the code allows expiration when work hasn’t begun within set time frames. Staff told the council the Planning & Zoning Commission found no change in zoning circumstances and recommended approval. The applicant has submitted new plans and is pursuing financing.
Aldermen asked procedural questions, including whether applicants must pay fees again. Staff confirmed fees must be paid and said the project must substantially comply with the attached site plan. On a motion by Alderman Stevens, seconded by Alderman McGee, the council passed the ordinance by a 9–0 roll-call vote.
The approval records the special-use grant on second reading; staff and the applicant will have to meet the site-plan and fee requirements before construction proceeds.
