Belvidere City announces estimated 2025 tax levy; public hearing scheduled

Belvidere City’s finance director announced the city’s estimated tax levy for tax year 2025 and the associated schedule for public review, saying the announcement is a required first step before formal adoption.
"As you know, a tax levy must be passed by the last Tuesday in December," Finance Director Turnipseed said, and he presented two figures: the city estimate of $5,729,687 and $878,286 for the Ida Public Library. Turnipseed said the library figure represents a 3% increase from its current levy and described the announcement as the first step in the process.
Council members clarified the vote would record the announcement only, not adopt the levy. "This is just the announcement of the levy. This is not adoption of levy," one council member said. Turnipseed outlined the schedule: the first reading and public hearing would occur Dec. 1, further discussion would take place on Nov. 24, and a final reading is scheduled for Dec. 15.
On a motion by Alderman Stevens, seconded by Alderman Frank, the council voted 9–0 to approve the announcement of the estimated tax levy in the total amount of $6,607,973 (the sum of the city and library figures). Roll-call votes were recorded individually; all nine present voted in favor and the motion carried.
The announcement formally begins the levy process; staff said the final adoption and any changes will take place at the December readings and public hearing.
