Underhill plan revisions reviewed; staff recommends prior PAC approval stand

The Chittenden County Regional Planning Commission’s Planning Advisory Committee on June 9 reviewed revisions to the Town of Underhill’s municipal plan and heard staff recommendations that the PAC’s prior endorsement remain intact.
Taylor Newton, senior planner, said the draft incorporates the edits the PAC requested in April 2020, including clarifications that future land uses be compatible with neighboring properties, adding an educational and vocational training goal, and a clearer strategy to promote energy-efficient buildings. Regina Mahony, CCRPC planning program manager, said those additional revisions are summarized in an attached memo and do not affect the plan’s consistency with regional goals and elements; staff therefore recommended that the PAC’s earlier recommendation for approval “still stand.”
Planning Commission member Christian Matthews reiterated that the memo documents what changed and the process Underhill followed over the past year. Committee member Paul Conner urged CCRPC staff to consider asking for stronger policy language on energy-efficient buildings in future plan updates rather than only restating building energy standards.
The PAC did not take a new formal vote on the Underhill plan at the June 9 meeting; staff framed the item as an update and recommended continuing the PAC’s prior position. The commission’s draft plan and the associated memo were referenced by staff as the primary documents for any follow-up comments.
