Council approves $233,485 design contract for two traffic signals

The Northglenn City Council on March 23 approved a professional services agreement with Kimley‑Horn to design two traffic signals that will replace span‑wire installations with post‑mounted poles. Director of Public Works Sarah Borgers told council staff received seven proposals and selected Kimley‑Horn after an evaluation process.

Borgers said the contract amount is $233,485 and staff requested a 10% contingency. She explained that engineering design is typically around 10% of construction costs and that construction likely would be scheduled next year when additional funds are planned. Council asked about high and low proposal ranges; Borgers said procurement rules limited how much detail she could share about competing bids but explained that selecting by more than price can reduce change orders during construction.

Council member Seavers asked whether the existing span‑wire signals were a safety hazard and whether the replacements were needed immediately; Borgers said the poles were not imminently hazardous but that rust and structural considerations make replacement prudent over time. Council member Nowicki confirmed the design must account for pole foundations and site‑specific conditions.

Council member Gough asked whether the design uses the traffic signal program budget; Borgers said the current work leaves slightly more than $1,000,000 remaining in that program after this contract and that construction might need additional budget in a future year. After the discussion Council member Nowicki moved to approve the resolution, Council member Kondo seconded, and the resolution passed unanimously.

The council record shows unanimous approval; staff will return with construction planning as part of future capital budgeting.
