Ward 3 alderpersons discuss Claiborne Farms proposal, annexation and resident concerns about ICE activity

Ald. Vicki Spellman and Ald. Bob Gemm told City Insider listeners that Ward 3 is geographically large and mixed-use and that residents have raised development and immigration-enforcement concerns.

Spellman identified a proposed subdivision called Claiborne Farms — on property known locally as Redgate Farm west of St. Charles North High School — that the developer has proposed to include about 83 homes. She said the project has generated resident comment at the planning commission and will be returned to council for further consideration; no council date had been set at the time of the recording.

Spellman also said the Claiborne Farms property is not currently inside the city’s corporate limits, meaning annexation and service provisioning would need to be addressed before development proceeds.

On immigration enforcement, Spellman said residents across St. Charles City have raised concerns about U.S. Immigration and Customs Enforcement (ICE) activity. She said the city’s police will act within the law and that the city is preparing a website to provide support and information for residents. Spellman directed listeners to the city website for contact information and updates: saintcharlesil.gov (stcharlesil.gov).

Gemm encouraged residents to use available channels — the city website, service-request forms and periodic ward coffees — to raise issues and get staff responses. Both alderpersons said they hold quarterly meetings with residents and work with HOAs to spread meeting notices.
