Consultant previews Rosenberg comprehensive plan update funded by $250,000 GLO grant

City staff and the consultant team gave the Rosenberg City Council an update on the city’s comprehensive plan update, a grant-funded planning effort intended to guide growth, land use, resilience and future capital projects.
Mohammed briefed the council that the city secured $250,000 through the Texas General Land Office Community Development Block Grant Resilient Communities Program to support the update. Lata Krishnarao of Dura Group (the consultant team) summarized community-engagement work: three CPAC meetings, a bus tour, stakeholder interviews and focus groups, town-hall events, and ongoing online tools. Krishnarao said the team has received more than 110 survey responses and has compiled about 14,000 data points to inform recommendations. She described the project timeline as roughly 20 months and said the plan will be a 10–20 year guiding document that may lead to later ordinance updates.
Sandy Kantner, a member of the comprehensive planning advisory committee, thanked council for support and urged more council and public participation at CPAC meetings and in the online comment period. Councilors asked whether the grant requires a city match (it does not) and whether completing the plan would help the city win future grants; Krishnarao said the plan can strengthen grant applications for infrastructure, housing and mobility projects. Staff and the consultant said the comment period would be extended through December and that a findings report and draft recommendations will return to the council and the CPAC for review.
No formal action was taken; the presentation served as a status update and an invitation for more community input.
