Weatherford council accepts fiscal 2025 audit after auditor reports ‘clean’ opinions

The Weatherford City Council on Tuesday accepted the city's annual financial report and the single-audit report for the fiscal year ended Sept. 30, 2025, after the independent auditor delivered unmodified opinions on both the financial statements and federal compliance.

Don Brooks, assistant city manager and chief financial officer, introduced the audit package and told the council the complete reports would be posted on the city website after acceptance. "The finance department is very pleased to present the final audit reports for the fiscal year ending 09/30/2025," Brooks said.

Clayton Rogers, audit manager at Pattillo, Brown & Hill LLP, summarized the firm's work and delivered the findings to the council. "We were able to render what's called an unmodified opinion or a clean opinion," Rogers said, adding the firm also issued an unmodified opinion on the federal-expenditure compliance work performed under the single-audit rules. Rogers told the council the firm found no significant control issues and no reportable compliance findings.

Rogers said the auditors perform sampling and do not review every transaction, but that the work provides "reasonable assurance" the statements are materially correct. He noted the single-audit work had been triggered by federal expenditures and included recent Texas Water Development Board funds in the review.

Councilmember Heidi Wilder moved to accept the audit reports; the motion was seconded and the council approved the acceptance. City staff said the final audit package, including the annual comprehensive financial report and the popular annual report, would be posted for public review the following morning.

The acceptance does not change ongoing financial operations; staff and auditors said the reports are intended to provide transparency to residents and to document the city's financial position and compliance.
