Wellsville council adopts $20.25 million tentative budget, approves 5% pay raise for full-time staff

Wellsville City officials presented and the council adopted a tentative $20,252,026 budget for fiscal 2025 at its May 21 meeting, approving staffing pay adjustments and capital project plans that will be finalized at a later hearing.
Scott, the city staff member presenting the budget, said he recommended a 5% pay raise for full-time employees to remain competitive with neighboring cities. "I went after 5%" he said, noting surrounding cities' ranges and saying the raise applies to full-time positions only; part-time wages were not increased in the tentative budget.
The budget covers general, capital projects, water, sewer and stormwater funds. Highlights included planned capital work on pickleball/basketball courts and sidewalks, a 200 West waterline, a backflow device at the cemetery, and sewer-system upgrades. Scott said the city is commissioning a sewer study and reviewing options that could cost roughly $1,000,000 to address overloaded sewer cells and equipment replacements.
Council discussed conservative sales-tax assumptions; staff said the budget projects $622,000 in sales tax revenue, a modest $22,000 increase year over year, and noted major expected developments such as the Sand Patch project were not guaranteed to produce near-term revenue. A motion to accept the tentative budget passed on a voice vote with one councilmember moving and another seconding.
The tentative budget now moves to further review; council will meet next month to consider adoption of the final budget.
