Forest Park council approves bills, contracts and appointments; arts alliance layout deferred

Forest Park — The Village Council approved a package of routine bills, contracts and personnel actions on May 27, 2025, and deferred one special‑event layout for additional documentation.
The clerk reported aggregate departmental payments totaling $1,260,157.36 covering refunds, public affairs, police, community center, finance, fire, health and safety, streets, public property, seizure funds, DUI funds, federal customs, TIF and water department accounts. The council adopted the bills resolution (R‑49‑25) by roll call.
Other actions approved with unanimous votes included: • A maintenance agreement with Telecom Innovations Group for village phone systems (Ordinance O‑30‑25). • A waiver of bids and acceptance of a proposal from LPS Pavement Company for the Dixon Street patching project (Ordinance O‑31‑25). • An amendment to the village code on water and sewer rates and charges (Ordinance O‑32‑25). • A software license and service agreement amendment with Passport Parking Inc. for a mobile parking payment program (Ordinance O‑33‑25). • An intergovernmental agreement with the Illinois Department of Transportation for municipal street maintenance (Resolution R‑50‑25). • Pay Request No. 4 to Boulder Contractors Inc. for the 2024 water main replacement project (Resolution R‑51‑25). • An Illinois Youth Investment Program linkage agreement with Linkages Council for Community Action (Resolution R‑52‑25).
The council also directed the Board of Fire and Police Commissioners to offer employment to the next three eligible probationary police officers; and appointed Catherine Urich to the village library board (term expiring 2031). The council approved village and senior trip contracts involving the Park District of Forest Park, Bottega and White Fence Farm, and granted a raffle license for the Groove events.
On use‑of‑public‑way permits, the request from the Kingdom Running Club was approved. The Forest Park Arts Alliance request was deferred because staff and several commissioners said the packet lacked the proposed layout/diagram; the administrator said he would attempt to locate the missing document and provide it to the council.
No contested votes were recorded for the listed contracts and resolutions; several items passed by unanimous roll call.
