The Mortgage Committee voted to approve Ordinance 19-30, which sets a proposed property tax levy of $1,886,500 for tax year 2025, payable in 2026, a 4.9% increase over the amount extended in 2024.
Robert, a staff member presenting the ordinance, said the city used a 2.9% Consumer Price Index (CDI) for existing property and added an approximate 2% allowance for growth after the county was unable to provide guidance this year. "Ordinance 19 30 sets the property tax levy for tax year 2025 … in the amount of 1,886,500," Robert said.
Robert cautioned that approving the maximum levy does not automatically produce the maximum tax impact for individual property owners. "Requesting the maximum levy doesn't automatically result in the maximum tax impact," he said, noting that final tax bills are calculated and set by the county.
Committee member Matt said he understood the mechanics and voiced support for the proposal because the levy revenue funds a range of local services. "This goes to … the library and municipal band," Matt said, adding that some local cultural and pension programs rely on levies as one of their few funding mechanisms.
Robert outlined how portions of the levy are distributed among special funds, payroll-related liabilities and the library. He said the 2.9% CDI applies only to existing property and does not account for new growth, which is why the staff estimate included an additional growth assumption.
A motion to approve the tax levy "as presented" was recorded with the mover named as Jim Stranson and a second from Jordy. Members responded "Aye," and the chair closed the vote; the transcript does not list numerical vote totals.
The committee tasked staff to follow up on several clarifying points raised during the discussion, including final rate calculations once county data are available. The meeting then proceeded to other agenda items.
