Macomb staff proposes letting transit employees live in counties they serve to ease hiring shortages

City staff told the Committee of the Whole on Nov. 10 they plan to propose an ordinance amendment allowing certain transit employees who provide services in other counties to reside in those counties.
A staff presentation described Hancock County as the example driving the proposal: demand-response transit drivers who live in Carthage currently provide service under contract but are employed by the City of Macomb, and the existing municipal-code residency rule was creating a hiring obstacle for fleet technicians and other transit positions. Staff emphasized the proposal would apply to non-emergency departments (it would not cover public works or fire) and that employees would be grandfathered if interlocal service arrangements end in the future.
Staff said the change would be implemented by amending the municipal code through the ordinance process (first reading followed by a second reading) and that language had not yet been drafted. Committee members offered no substantive objections at the meeting and staff indicated it will bring language forward for first reading unless major concerns emerge.
No ordinance vote occurred at the committee meeting; the item was introduced for committee guidance and is expected to proceed through the city's ordinance process if the draft language is prepared.
