Zion council approves lease, two engineering contracts and 10-year IDOT snow-and-ice agreement

The Zion City Council voted to approve its consent agenda and several items of new business, including a lease of parking property, two engineering-design contracts and a 10-year snow-and-ice intergovernmental agreement with the Illinois Department of Transportation.
The council approved minutes from its Dec. 16, 2025 regular meeting and a Dec. 29, 2025 special meeting, and passed bills and vouchers 150818–151064, recorded in the meeting materials with a total of $2,228,972.91.
For a real-estate action, staff presented authorization to lease a portion of property near 23rd Street owned by Palmer Family LLC for parking. The measure was moved, seconded and approved by roll call.
Director Ransom summarized an intergovernmental agreement on snow-and-ice control limited to Sheridan Road from 17th Street south to Wadsworth Road. "This new IGA is a 10 year term and will terminate 04/30/2035," Ransom said, and staff recorded the agreement's estimated compensation to the city over the life of the contract as $3,370,530. A commissioner asked why the state was resuming maintenance; Ransom explained the state is taking back routine maintenance while the city will continue to maintain storm sewers as needed. The council voted to approve the IGA.
The council also approved two professional-design proposals from Christopher Burke Engineering. The first covers Horeb Avenue water-main replacement and alley and road resurfacing; staff said design and bidding services will cost $64,965 and the project is being submitted for a grant that may fund construction at 100%. The second covers the 2026 water-main improvements across several streets; the advertising cost for that work was listed at $66,785 and staff again said it would seek a grant that may fully fund construction.
All measures on the agenda were moved and adopted by roll call vote without extended debate.
What happens next: staff will advertise the engineering bids and continue grant pursuit; the IDOT agreement will be implemented per its terms through April 2035. The council set no separate public hearing on the IDOT IGA during this meeting.
