East Dundee board authorizes joint review board and creates TIF interested‑parties registry for proposed redevelopment

The Village of East Dundee moved forward on the first procedural steps to create a tax increment financing (TIF) district for an area south of Route 72 and west of Beverly Road. Trustee motioned and the board approved authorizing convening the joint review board (JRB) and setting a date for a public hearing; the board also established the statutorily required interested‑parties registry for the proposed district.
Jackie Mish, the village’s TIF consultant with Van de Waal & Associates, said the proposed district includes 10 parcels, six of which currently lie in unincorporated Barrington Township and would need annexation before they can be part of a village TIF. Mish called the proposed TIF a blighted TIF after a parcel‑level eligibility review and said eligible uses in the redevelopment plan could include site preparation, stormwater improvements and other public works necessary to ready the site for a modern industrial or business park.
Mish outlined the near‑term schedule: a JRB meeting in early January to consider recommendation, planning commission meetings to review zoning and platting as needed, and a February village board public hearing that would include the TIF plan and concurrent annexation and zoning actions. The consultant emphasized the district is at the start of a statutory process that includes public hearings and intergovernmental review and recommended targeted outreach to interested taxing bodies and property owners.
No final TIF adoption or annexation occurred at the meeting; next steps are the JRB meeting and subsequent public hearings.
