Council places roof‑mounted solar special‑use permit for 1631 E. Jackson on second reading

The Macomb City Council Committee placed a special‑use permit for rooftop solar at 1631 East Jackson Street on the agenda for second reading and final action after a staff presentation and discussion Wednesday.
Miranda Lambert, who presented the planning commission staff report, said the rooftop solar array would cover most of the car wash roof and that the building’s parapet will largely screen the panels from the street and adjacent properties. “We received no comments, in regards either for or against this ordinance, and so staff has no issues with this ordinance moving forward,” Lambert said.
Council members asked whether the panels would be visible from nearby vantage points and whether fire concerns had been addressed; Lambert said the site plan review includes fire‑code checks. “Part of our site plan will be with the fire chief going through this and making sure that everything is in regulations when it comes to our fire code,” she said. The applicant, contractor Lance Frank, told the committee the system uses domestic components and meets applicable requirements: “We did follow all the HJ's, so all other requirements and the materials are all domestic content. So it's a high quality system.”
The committee did not vote on the permit Wednesday; staff and the applicant said necessary code and fire reviews will continue, and the item was scheduled for the council’s second reading and final action at next week’s meeting.
If approved by the full council, the special‑use permit would authorize rooftop solar on the property subject to any conditions imposed at final action.
