Public works seeks resurfacing contract awards after NRCS project encounters rock

Public Works Director Tom Zieser updated the council on two infrastructure items: a requested increase within an existing NRCS grant for unforeseen rock excavation, and bids for a combined resurfacing contract that staff plans to recommend for award at the next council meeting.
Zieser said the NRCS contractor encountered unexpected rock conditions that required specialized excavation and technical approaches, which consumed contingency funds. "The contractor ran into some unforeseen, soil condition, ran into rock actually, and that required some specialized excavation equipment and techno techniques," Zieser said; staff are asking for a modest upward adjustment that remains within the grant’s overall ceiling.
On resurfacing, Zieser described a combined project packaging the city’s CPST4 resurfacing with the annual C-program allocation; bids were received and staff expects to return to council with a recommended award by next Monday. He said Bolin Road is not part of that package because it requires additional subsurface assessment and design work—the council has already authorized contract design work for Bolin Road and a separate paving contract will follow once engineering is complete.
No formal contract awards were made at the study session; staff indicated they will present a resolution and award recommendation on the forthcoming council agenda.
