Council approves zoning change for tattoo parlors and several consent items; appoints new commission members

At the development and planning committee level the tattoo‑parlor zoning revision drew some attention over whether it belonged in downtown business districts; the planning committee ultimately recommended approval and the council voted to include the ordinance on the consent agenda. The council approved the package by roll call.
Council members also handled appointments to local commissions. The council took testimony from several nominees for the Building Board of Appeals and the Downtown Revitalization Commission. A nomination for the Building Board raised a procedural question: the existing code refers to "registered design professionals" in the board composition, and members noted that the phrase may be inconsistent with how builders and other practitioners are registered in practice. The city attorney advised that staff could place a code amendment on a future agenda to clarify qualifications; the council elected to postpone finalizing one appointment until the code language is clarified.
Other items approved on the consent agenda included the corporate disbursement report, authorization for vehicle purchases (a 2025 Ford E350 cutaway van for a cost not to exceed $66,855), and a professional services amendment for environmental work related to a leaking underground storage tank.
The council also adopted a proclamation affirming the city’s commitment to immigrant residents (amended language was adopted by roll call) and later moved into closed session on litigation and personnel matters.
Next steps: staff will post the updated zoning code language and process any required building or business permits for tattoo parlors; the code clarification for the Building Board of Appeals will be scheduled for a future agenda before finalizing the contested appointment.
