City staff told the West Chicago Public Affairs Committee they are in an exploratory phase to draft an e-bike ordinance after multiple safety incidents were reported around town.
During staff reports, an official described seeing e-bikes on Main Street and other corridors traveling at high speeds: "I actually saw a person... faster than I was at 25 miles an hour through Main Street," the staff speaker said, recounting an officer’s observation of an adult on an e-bike on the sidewalk near storefronts. Another committee member described a separate observation on the Prince Crossing Road path where a child was reportedly traveling "at least 35 miles an hour," raising concerns about potential serious injury to pedestrians.
Staff said the city has collected ordinance language and notes from chiefs in neighboring communities to identify pitfalls and effective approaches. The transcript records staff responses that some nearby jurisdictions have tabled or are still evaluating their own e-bike rules; the city plans to review those examples and return with a draft ordinance. Committee members emphasized enforcement limits — officers may have difficulty catching high-speed e-bike riders — while noting public-safety risks for pedestrians and riders.
The committee did not adopt a formal ordinance at the meeting; staff recorded direction to continue research and bring back recommended language for committee consideration. Members also discussed related safety topics raised in staff reports, including a recent structure fire and planning details for community events such as National Night Out.
