Butler County accepts One- and Six-Year Road Plan, approves five-year gravel pit lease as River Road funding advances

The Butler County Board of Supervisors on April 20 accepted the county’s One- and Six-Year Road Plan, approved a five-year gravel pit lease and set a public hearing on the plan for May 18, 2026.
Highway Superintendent Randy Isham told the board that the county’s funding application for River Road has moved to the next step after contact with Congressman Flood’s office. Isham also urged the board to keep in-county gravel capacity, saying, “if the County does not have a gravel pit, he will need to budget $1.2M for gravel next fiscal year.” The board accepted the One- and Six-Year Plan by unanimous vote.

Details of the gravel pit lease and vote: Isham presented an updated gravel pit contract with Dale and Avery Johnson that had been amended by County Attorney Julie Reiter. Supervisors discussed insurance, ramp-up costs and equipment replacement. The board approved the gravel pit contract on a 4–2 vote: Scot Bauer, Tony Krafka, Robert Coufal and Chairman Scott Steager voted yes; Brad Vandenberg and Scott Griess voted no. The lease term is five years and the contract includes an updated map and legal description; a copy is on file with the County Clerk.
Other road matters: the board discussed localized problems on Q Road (Road 39 to Road 41) near Octavia and noted that small emergency fixes would not require placement on the One- or Six-Year Plan. Isham reported crews are tarring roads, hauling gravel and planned to backfill bridges and culverts once tarring is complete.
Next steps: the board set a public hearing on the One- and Six-Year Road Plan for May 18, 2026 at 10:00 a.m.; Isham said he will continue following the River Road funding application and will report updates to the board.
