Council committees approve park projects and parking-lot work; splash pad rules, opening and donations set

The committee approved a Glant Roofing proposal for pool-house roofing and previously approved tuckpointing and wall repairs; staff said some painting could be reduced with donated materials. For Rats Park the committee reviewed a project budgeted at $65,000 with quotes just under $60,000 plus an added dumpster-enclosure cost of about $7,500; the committee approved the three bids (parking lot, dumpster pad, fencing) and moved to use up to $10,000 from the Henry Thielen fund to cover costs that exceed the capital plan.
On the splash pad, staff proposed signage with rules, recommended consistency with pool supervision rules (children 10 and under require an adult supervisor), and discussed baby-changing stations and enforcement. Jeff (building/code staff) said he surveyed other communities' signage and suggested a flexible approach that could be adjusted if problems arise. The committee accepted donations for shade features from Beatrice Bank and the Redbud Community Foundation, and staff proposed a Memorial Day–to–Labor Day operating window (weather permitting) with tentative daily hours.
Committee members discussed enforcing rules when no staff is present and asked for camera and lighting plans; staff responded that a camera is installed and night lighting will be added. The committee also discussed potential OSLAD grant research for Lincoln Park and opted to begin research while deferring final decisions.
Next steps: staff to coordinate timelines for the parking-lot work, finalize splash-pad signage and operating hours and report back on baby-changing station costs and any grant research.
