Village staff told trustees on Jan. 26 that they believe they have reached a principal sales agreement (PSA) in negotiations over the Village Hall property and plan to bring contract authorization back to the board at the next meeting.
Evan said construction drawings for the planned village building are underway and that the PSA would allow the prospective buyer to move forward with petitioning the Plan Commission for required zoning and site approvals. He emphasized the PSA stage does not mean the board is selling the building immediately; rather, staff wants to resolve legal questions up front and return the agreement for board authorization.
Trustees also continued a strategic‑goals discussion. Items identified for additional study before the budget release included pursuing Home Rule authority, expanding the village water utility to serve neighboring municipalities, and allowing accessory dwelling units (ADUs) in some zoning contexts. Mayor Grosso and trustees agreed to gather more information before any formal decision.
Separately trustees discussed resident interest in municipal fiber providers and a trustee recommended additional street‑corner cameras to support public safety. Staff said multiple fiber providers have contacted the village and noted a statutory/taxation difference between fiber service and existing telecommunications revenue, which affects local revenue expectations.
Next steps: Staff will bring the PSA and any contract authorization back to a future meeting for consideration, distribute the draft budget on Feb. 13 and hold a budget workshop on Feb. 23. The board asked staff to return more detailed analysis on Home Rule implications, ADU options and fiber revenue/taxation implications.
