The Owosso Planning Commission on Feb. 23 approved a special land use permit and site plan allowing the Shiawassee District Library to use part of the building at 621 W. Oliver Street, subject to conditions aimed at addressing parking, lighting, screening and trash handling.
The public hearing drew five supporters — Patrice Martin, Kim White, Leo Deason, Lona Oliver and Sarah Pettit — who urged approval. Justin Sprague of OHM Advisors explained the ordinance's parking calculation: the code would require 95 spaces if the building's full 18,000 square feet were used for the library, but because only about 9,500 square feet will be used for public functions the requirement is reduced to 47 spaces. Sprague said 63 parking spaces currently exist on the site, noting that any future expansion of library use would trigger a requirement for additional spaces. He also said that if the current practice of using trash cans proves inadequate, a dumpster with appropriate screening will be required.
Commissioner Osika moved to approve the special land use and site plan, and Vice-Chair Robertson seconded. The motion, as adopted, conditions approval on the following items set by the city planner: acknowledgement that current parking is adequate but that growth will require additional spaces; repair and sealing of the parking lot; installation of downward-directed, shielded LED parking fixtures; review and approval by applicable departments, agencies and consultants; screening (fencing or plantings) along the west side to shield headlights; and provision of a screened dumpster if trash handling becomes an issue.
The commission recorded a roll-call vote in which Commissioners Osika, Robertson, Albertson, Ludington, Secretary Janae Fear and Chairman Livingston voted yes; there were no nays. Commissioners Law, Schlaack and Taylor were absent.
The approval allows the library to operate under the stated conditions, with staff-level review and additional requirements if the library expands occupancy or use. The city planner will oversee compliance with the conditions prior to full operational approval.
