UDOT to help fund curb work for proposed Main Street sidewalk; city and county to split design

Dan Hinckley, district engineer for UDOT, said an initial estimate to install curb, gutter, tie‑ins and drainage for the stretch is about $60,000–$65,000 and that UDOT could administer the curb and gutter work under a pass‑through agreement: the local governments would cover the invoice costs once construction is complete.
City staff estimated about $75,000 for the sidewalk itself, noting the final cost depends on drainage and elevation work. The parties discussed rolling the sidewalk into the city’s larger Jackson Street storm‑drain project as a change order or treating it as a standalone bid if scheduling requires. City staff recommended design work be completed by the town so UDOT can prepare the agreement and engineering estimates.
If the city and county proceed with a modified scope, staff said design changes could take only a few weeks; the city projected a bid date in late June or early July. Commissioners asked for a timely decision, citing pedestrian safety where there is currently no walking space next to the new liquor store.
No formal action was taken; staff said they would return with a scope and timeline to the commission and council.
