The Marion City Council approved several economic-development measures: a $140,000 development-loan agreement with Benny's Italian Foods (owners personally guaranteeing repayment tied to municipal taxes); a residential TIF redevelopment agreement with Laura Spiller (ordinance 4055); approval of the TIF grant-application list received through July 25, 2025; and an amendment to an existing TIF agreement to reimburse Enrico Castellano $40,475 for sewer infrastructure work he completed ahead of the original project schedule.
Mayor Absher described the Benny's agreement as formatted similarly to a tax-increment-financing document but stated explicitly that it was not a TIF. Cody (city staff) explained that Castellano’s amendment was necessary because the developer had built the sewer portion first and requested reimbursement now, and that attorneys had drafted the amendment to permit that earlier payment.
Council members offered no substantive objections on the floor and approved each ordinance by roll call.
