City staff summarized that the planning commission reviewed the preliminary and final plat at its March 4 meeting and recommended approval contingent on the city engineer’s review letter and the execution of a development agreement to cover outstanding items including sidewalks, sewer alignment and right-of-way acquisition. The staff presentation noted work with MnDOT and Melkin Incorporated to secure right-of-way and funding to connect 2nd Avenue Northwest with Pine Drive Northwest.
During discussion council members and staff clarified the street alignment (the new connector would loop in the industrial/business park area near the Peterbilt site and Kwik Trip) and emphasized the city’s longstanding preference to provide sidewalks on both sides of new streets. A representative for the developer, who identified himself in the meeting as Eddie Wolf of Ryan Companies, told the council that Ryan Companies had reviewed the sidewalk plan and would adjust drawings to show the requested sidewalk placement.
Council moved and seconded the resolution and approved it by voice vote; no recorded roll-call tally appeared in the transcript. The council also authorized staff to finalize a development agreement with Ryan Companies to document responsibilities for sidewalks, sanitary sewer accommodations and right-of-way coordination prior to construction.
