Representative Postals told the chamber that 4‑H’s model emphasizes practical, hands‑on learning and cited participation figures: nationwide membership of roughly 6,000,000 youth, 61 community clubs in Delaware, about 3,000 members statewide and roughly 400 advisers. He asked for a voice vote; the Speaker called for 'ayes' and declared the resolution passed.
Flynn Mucha, president of the Delaware 4‑H state team council, addressed lawmakers after the resolution’s passage. “Today, I represent more than 30,000 Delaware youth engaged in Delaware’s 4‑H youth development program,” Mucha said, and he thanked the General Assembly for continued appropriations to Cooperative Extension at the University of Delaware and Delaware State University.
Mucha described 4‑H projects ranging from traditional agriculture to science, engineering, environmental justice and computer science and said the delegation spent the morning learning about state government as part of the 4‑H legislative day. The House passed HCR 120 by voice vote and members recognized 4‑H guests in the gallery following the vote.
