State oversight panel to let employability credential courses count as 'on track,' district says

The committee heard an update from Dr. Hogan (S6) about a recent meeting with the state Education Oversight Committee (EOC). Dr. Hogan said EOC presenters explained that the state's current definition of "on track to graduate" applies only to students earning a standard state diploma and therefore excluded some students earning the employability credential. To address that, the EOC proposed removing the word "graduate" and changing the label to simply "on track," which Dr. Hogan said would allow districts to count the employability credential coursework as part of students' progress toward their plans.
Dr. Hogan said EOC staff showed data that, in districts already issuing the employability credential, students who received it were earning higher wages than those who did not. The EOC is expected to take the proposed change to the full commission for a vote in May or June; if approved, the change would take effect for reporting in the next school year.
Committee members asked clarifying questions about timing and implementation. Chair (S1) said the committee wanted the change on the EOC agenda in May or June so it could affect next year’s accountability reporting. No formal district action was recorded at the committee meeting; Dr. Hogan framed the outcome as a state-level procedural change under consideration by the EOC.
