The Stewartville City Council held the first reading of a proposed flag-display ordinance intended to establish a consistent policy for flags on city-owned property.
Staff explained the city currently lacks a formal flag-display policy and said a written ordinance would provide respectful, nondiscriminatory, and legally compliant guidance. Council members discussed which flags should be allowed. The Chair and other council members noted the U.S. flag, the Minnesota flag and armed forces flags are typical; one council member suggested adding a provision that would allow the council to approve additional flags, such as a future Stewartville city flag, or permit certain flags indoors only.
Council discussed operational considerations (some buildings may not have every flag available) and asked staff for guidance on exemptions; the Chair suggested section 5 could list indoor-only flags. Staff advised that language could include a process for council approval of special requests and for staff to handle calls about flag requests consistently.
Because this was the ordinance's first reading, no final action was taken; the Chair said the ordinance will return on Oct. 14 for potential adoption, allowing time for public comment and suggested revisions.
