Council approves April trial for Performance Regatta; requires insurance and pavilion rental

The council approved a requested trial run in April for a Performance Regatta proposed for South Beach, agreeing to permit applicant Chris Morrison to use a defined beach footprint and the pavilion for the April dates contingent on documentation and a pavilion rental/insurance package.

Morrison (speaker 21) described a spectator-oriented foiling-boat racing format, planned sponsor tents, support boats and an ambulance boat on site; he said the event is intended to be family-friendly and low-impact and that organizers would place mats and protect vegetation. Morrison said he had already paid a pavilion rental deposit for the April event.

Council and staff raised operational questions: potential impact on public access (the pavilion and shaded space during the event), parking and shuttle arrangements, overnight security for trailers/equipment, and whether the city required additional insured status for equipment left on city property. Staff (Paige/Lisa) confirmed the pavilion rental and recommended an insurance certificate naming the City of Fairhope and a cleanup deposit; police and parks staff noted they would require staffing/mutual-cost agreements if overnight security and additional services were requested.

The council voted to approve the April 6–12 permit set (setup and racing dates) provided the organizers submit a certificate of insurance naming the City of Fairhope, provide the pavilion rental/cleanup deposit as required and comply with staff directions for the exact beach footprint. Council members said the April dates should serve as a trial to evaluate impacts before approving the later June event.

Next steps: Organizers must submit insurance certificates and finalize logistics with staff; council will revisit the June request after the April trial and staff report on operational impacts.
