The Fairhope City Council voted Monday to adopt a local ordinance authorizing licensing of consumable hemp products within the city limits, following a lengthy public hearing and council debate over health risks, enforcement and local control.
Eric Hankins, a local pastor, urged council members during the public-comment period to reject the change, saying the products ‘‘normalize cannabis use’’ and warned of higher emergency-room visits and impaired drivers if the ordinance were approved. ‘‘These products are not harmless,’’ Hankins said during his three-minute comment (public comment).
